Decision:

It was resolved to recommend that the Full Council –

·        Agrees to remove the requirement to have “one representative of other faiths or denominations” on a Scrutiny Committee when it deals with Education matters (i.e. sits as a Local Education Authority Scrutiny Committee) as is currently included in paragraph 4.5.4.4 of the Constitution as shown in Enclosure 1 to the report so that paragraph 4.5.4 reads as included in Enclosure 2 to the report.

·        Authorises the Council’s Head of Function (Council Business)/ Monitoring Officer to make the necessary changes to the Constitution to reflect the removal of the requirement noted above.

Minutes:

The report of the Head of Function (Council Business/Monitoring Officer) outlining a proposed change to paragraph 4.5.4 of the Council’s Constitution in relation to education representatives on scrutiny committees was presented for the Executive’s consideration.

The proposed amendment entails the removal from the Scrutiny Procedure Rules of the provision to have a representative of other faiths or denominations [in addition to a representative of the Roman Catholic Church and a representative of the Church in Wales which is a legal requirement] on the Authority’s scrutiny committees given that this is not a legislative requirement its inclusion being a matter of local choice, and given also that there are no other religious denomination schools on Anglesey making it difficult to apply the provision within the definition of “other faiths or denominations.”

The Portfolio Member for Corporate Business proposed the report to the Executive.
