To submit the minutes of the meeting of the General Grants Committee held on 10th July, 2012.

Minutes:

 

The minutes of the meeting held on 29 July, 2011 were confirmed.

 

Members of the Committee considered that the ‘Criteria for the Allocation of Grants from the Isle of Anglesey Charitable Trust’ needed to be updated and discussed. It was considered that a Panel be established to give detailed discussion in respect of the criteria for the allocation of grants from the membership of the General Grants Committee. It was also considered that details of all grants that have been allocated in previous years which have not been claimed should also be afforded to the Panel.

 

Following further deliberations, it was RESOLVED :-

 

·           That a Panel be established to update and discuss the Criteria for the Allocation of Grants with a membership of :-

 

Chair and Vice-Chair of the General Grants Committee;

Chair of the Isle of Angelsey Charitable Trust;

Messrs. T.Ll. Hughes, W.I. Hughes, R.L. Owen, Eric Roberts.

 

 

·           That the recommendations of the Panel be forwarded to the General Grants Committee thereafter;

·           That the Panel be afforded details of all the grants awarded over the previous 3/4 years that have not been paid due to inability of the organisations to comply with the Trust’s criteria.

Annual Grants 2012/13

Minutes:

Submitted – report on behalf of the Treasurer in relation to the above.

 

It was reported that the purpose of the report was to consider applications relevant to the Isle of Anglesey Charitable Trust. The other applications, that is applications to the Welsh Church Fund, will be considered separately. Allocations are made annually from the Isle of Anglesey Charitable Trust to the following categories of projects :-

 

·            Community and Sporting Facilities (small capital projects)

·            Other Grants (mainly one-off small grants)

 

At its meeting on 29 May, 2012 the full Charitable Trust confirmed an allocation of £50,000 for the General Grants Committee to allocate to the usual categories.

 

The relevant Officers from the departments involved have considered and prioritised the applications received as far as possible and consistent with the Trust’s decisions, criteria established in previous years and within the amount of funding available for allocation. The Officer’s recommendations were shown in Appendices A and B attached to the report. It was noted that the applications are considered in accordance with the ‘Criteria for the Allocation of Grants from the Charitable Trust’, a copy of which was attached as Appendix C to the report.

 

It was noted that two other applications, which were not included within the proposed grants allocation were considered potentially worthy of support. It would be possible to support either or both by reducing the percentage rate of grant or by reverting to the full Trust.

 

The application were :-

 

Application 14 - Lligwy Guide Centre (To make the building more energy efficient and to improve the access and accommodation for disabled users)

 

It was noted that due consideration had been given to the benefit the Guide Centre at Moelfre was to the community. The Guide Centre is used by tourist during the summer months but it was noted the local community make use of the centre. It was further noted that the Guide Centre had received a grant 3 years ago.

 

Members considered that the application should be supported and that the organisation be afforded 50% of the grant allocation.

 

It was RESOLVED to afford a grant of 50% to the Lligwy Guide Centre, based upon the cost less contribution from Môn Community Fund (£2,109).

 

Application 46 - Môn FM (Community Radio Project) (To fund a transmitter and aerial kit)

 

The Secretary gave the Committee background information in relation to this application. He noted that it is the intention of Môn FM to visit local schools to afford young people the opportunity to learn about the recording and media business. It was noted that Môn FM has attained an operator’s License from Ofcom and have a full Business Plan in place. It was considered that the application was worthy to be supported.
