Mr. Alwyn Rowlands declared a prejudicial interest with regard to Item 6 – Major Grants Applications 2017/18 – Application 8 Canolfan Hamdden Biwmaris a’r cylch and took no part in discussion or voting thereon.

 

Mr. Ieuan Williams declared a prejudicial interest with regard to Item 6 – Major Grants Applications 2017/18 – Application 9 Llanfair ME Community Council and took no part in discussion or voting thereon.

 

The Chair of the Isle of Anglesey Charitable Trust, Mr. T.V. Hughes declared a prejudicial interest with regard to Item 6 – Major Grants Applications 2017/18 – Application 22 Cwmni Tref Llangefni and took no part in discussion or voting thereon.

“Under Section 100(A)(4) of the Local Government Act 1972, to exclude the press and public from the meeting during discussion on the grounds that it may involve the likely disclosure of exempt information as defined in Schedule 12A of the said Act and in the attached Public Interest Test.”

Major Grants Applications 2017/18

Submitted – a report by the Treasurer in relation to the above.

Submitted – a report by the Treasurer in respect of grant applications received for Larger Grants.

 

The Treasurer reported that at its meeting on 1st November, 2016, the Investments and Contracts Committee resolved that an allocation of £350K be made available for funding towards Larger Grants in 2017/18.  During the weeks commencing 21 November and 28 November 2016, an advertisement was place for funding from the Isle of Anglesey Charitable Trust for grants in excess of £8,000, to assist with large capital projects or the funding of specific services that will benefit the people of Anglesey.  In order for the grant applications to be considered they must meet at least one of the Trust’s objectives that are set out in the Deed of the Charitable Trust document.  The objectives are as follows :-

 

·           Assistance to disadvantage groups;

·           Regeneration of the local economy;

·           Improvement of skills;

·           Reduction of poverty;

·           Protection of heritage;

·           Protection of the environment;

·           Participation in activities relating to sport, health and the community good;

·           Development of community spirit and well-being.

 

The Isle of Anglesey received 31 applications by the deadline date of 6th January, 2017.  Details of the applications received were attached as Appendix A to the report.  In order to assist the Committee to consider the applications, Officers had pre-scored the applications against a set of criteria which had been used previously to assess the applications. 

 

The Committee received background details of the applications by the Officers and following deliberations it was RESOLVED :-

 

·           That 12 applications be considered at a special meeting of this Committee and that Members of the Regeneration Committee be afforded copies of the applications and the scoring matrix;

·           That the applicants of the 9 applications be advised to submit their application to the small grants funding of the Charitable Trust;

·           To authorise the Treasurer to inform the other 10 applications that they have not be successful.
