Annual Grants 2013/14

Minutes:

Submitted – report on behalf of the Treasurer in relation to the above.

It was reported that the purpose of the report was to consider applications relevant to the Isle of Anglesey Charitable Trust.  Allocations are made annually from the Isle of Anglesey Charitable Trust to the following categories of projects :-

·         Community and Sporting Facilities (small capital projects)

·         Other Grants (mainly one-off small grants)

At its meeting on 23 April, 2013 the full Charitable Trust confirmed an allocation of £50,000 for the General Grants Committee to allocate to the usual categories.

The relevant Officers from the departments involved have considered and prioritised the applications received as far as possible and consistent with the Trust’s decisions, criteria established in previous years and within the amount of funding available for allocation.  The Officer’s recommendations were shown in Appendices A and B attached to the report.  It was noted that the applications are considered in accordance with the ‘Criteria for the Allocation of Grants from the Charitable Trust’, a copy of which was attached as Appendix C to the report.

It was noted that there is one application, which were not included within the proposed grants allocation was considered potentially worthy of support.  The application was :-

Application No. 11   -           Beaumaris and Surrounding Area Leisure Centre: (The running of the centre has recently been transferred from the Isle of Anglesey County Council, along with the gymnasium equipment that they wish to replace).

Members considered that the sum of £2,352 (a grant rate of 80% of the total cost) be allocated to the organisation as it was deemed to be a worthy of support by the Charitable Trust.

RESOLVED that a sum of £2,352 be afforded to the Beaumaris and Surrounding Area Leisure Centre.

The applications received and sums recommended for Community & Sporting Facilities – Capital Grants for 2013/14 are as follows:-

1.   Clwb Hwyl ar ôl ysgol –Parc y Bont, Llanddaniel

 

 

To enable the club to run workshops to entertain the children

 

(NIL)

(Running costs are not eligible for funding and the Trust has not previously supported after school clubs).

 

2.   Groundwork Gogledd Cymru (on behalf of the Benllech Allotment Group).

To purchase growing tunnels and equipment.

(£1,922)

(Groundwork Gogledd Cymru has assisted with the delivery of the Benllech Allotment Group.  It is understood that the Benllech Allotment Group would have ownership of the equipment).

14.  Cemaes Bay Football Club

To provide secure and safe weather protection for spectators and to replace corroded fencing on the north spectator area.

(£4,337)

(It is felt that this would enhance both the functionality and safety of the facilities).

 

17.  Beaumaris Town Bowling Club

To renovate the surrounds of the bowling green and to purchase a lawn mower.

(The work to the surrounds of the bowling green would be to replace rotting timbers.  Volunteers would therefore just be towards the materials.  Similar funding was awarded by the Trust to Llanfairpwll Bowling Club in 2011/12. 

The lawn mower is 18 years old and is in need of replacing.

Comparable quotes not received, £4,150 would be maximum eligible cost).

Up to £2,905 (based upon 70% of eligible costs).

 

 

18.  Llaneilian Women’s Institution Village Hall

To purchase a new more efficient heating system.

(NIL)

(They are ineligible as they received money from the Welsh Church Fund in 2011/12).

 

20.  Llangristiolus & Cerrigceinwen Community

Council

 

To improve facilities for the public in the new cemetery.

(NIL)

(Ineligible – received money from this Trust in 2011/12).

 

21.  Mudiad Ffermwyr Ifanc Ynys Môn

To repair the disabled ramp access area and repairs to the boundary wall.

(NIL)

(They receive funding from a number of sources, including Isle of Anglesey County Council).

 

23. Rhosneigr Community Play

To purchase a climbing boulder for the playground as part of the larger redevelopment and improvement scheme.

((£3,430)

Stage 1 of the Scheme is underway, having recently added ‘springers’ for pre-school children, and some landscaping work on the old sandpit areas, adding balance beams, natural slopes and a tunnel.

This application is for Stage 2, which has yet to commence.  It is asserted that the boulder would provide the children with a safe area to climb and within a safe environment).

 

24.  National Coastwatch Institution - Rhoscolyn

To improve access to the station and public safety within the vicinity of the station and painting and decorating.

(NIL)

(Part of the application, amounting to £1,500, relates to painting and decorating.  This is not eligible for funding.

The remainder of the application is to improve the path to a lookout point.

No quotation received).

 

 

 

25.  Penysarn Village Hall

 

 

 

 

 

26.  Llanfaelog Village Hall

 

To install a new heating

system.

 

 

 

 

 

Repairs to chimney and replace slates on roof to stop the damp getting in to the building.

The hall has never been had

Heating installed, with reliance on electric heaters.  These do not adequately heat the building and are expensive to run.

There are damp problems within the building and the problem has been identified as being damaged and missing roof slates and the chimney being in need of a new cap and lead flashing).

 

29.  Tregele Playing Field Committee 

To install security fencing, perform groundworks and to purchase play equipment for a new play area.

(NIL)

(The amount requested towards the project is not within the financial scope of the Trust).

 

30.  Holyhead Isle Football Club

 

 

 

 

The purpose would be to assist in purchasing footballs, kits, first aid equipment and other similar equipment.

(NIL)

(The trust has not in the past supported the purchase of these types of equipment which require annual/regular renewal.  Additionally, £1,250 of the costs relates to running costs (insurance, pitch hire etc).

 

31.  Cemaes Bay Playing Fields

To purchase new play equipment, fencing and safety surfacing for the playing fields.

 

(NIL)

(The group have secured funding of £5,250 to date, leaving a funding requirement of £57,958.  The amount the Trust could contribute towards the project (according to the funding cap of £6k) would still leave a funding gap (based upon confirmed funding at this time) of £51,958, being 82% of the total cost).

 

32.  Gwelfor Community Centre

 

 

 

 

To replace worn and unsafe tables and chairs and to replace a dated computer.

(£489)

(The computer is intended for use in the office and would not, therefore, have direct public benefit. The trust has not previously supported such uses.

The furniture would be for public use and the cost would be £699).

34.  Cylch Chwarae Kingsland

 

 

To assist in funding the relocation of the playgroup.

 

(NIL)

(Running costs are not eligible for funding).

 

35.  Cwnmni Cemaes Cyf

 

 

 

To purchase furniture as part of the creation of a conference centre/training facility in the Cemaes Bay

 

 

 

(£2,848)

(This is part of a £100k scheme (of which they have secured funding of £97k).  The larger scheme is intended to rejuvenate the building, improve the financial sustainability through increased revenue streams, increase its green credentials and improve accessibility and the aesthetics of the facility.

 

38.  Pentraeth Football Club

 

 

 

To level out the playing surface by reducing the level of the top right hand corner of the field.

(£3,885)

(The club has recently gained promotion to the Gwynedd League.  These enhancements would enable a higher standard of football to be played.  The Club has close links to the local community and a strong supporter base).

 

39. Cyfeillion Cae Chwarae  Dwyran

To install security fencing on the perimeter of the playground between the grazing land and the play area.

(£1,362)

(The boundary fence between the agricultural land and the play area is in need of replacing and could soon pose a health and safety risk).

 

41.  Llangoed and Penmon Community Council

To improve the appearance and security of the changing room facility by replacing the existing rotten windows and doors.

(£1,330)

(The changing rooms are located at the Llangoed community field and are used by all the sports clubs that use the field).

 

44.  Holyhead Hotspur FC

To purchase and install a concrete slab on which to erect a small prefabricated building.

(NIL)

(Lack of information, including no proof of tenure).

 

45.  Holyhead Sea Cadets Unit 183

To purchase a new range cooker for the annex building, to be used by the Sea Cadets and the community groups that use the facilities.

(£651)

(The current cooker is no longer fit for purpose or safe to use.  The cooker available in the gallery of the main building is not large enough to service functions and events effectively).

Application 19 – Anglesey Agricultural Society (To improve the showground seating facilities)

Members considered that this application was worthy of support as it is to enhance the external seating capacity around the main show ring, with intended benefits for the disabled, young families and others.  

The Secretary explained that the Society receives funding from the County Council yearly and noted that the Society has assets.  Members noted that the main asset of the Anglesey Agricultural Society is the showground at Mona and reiterated their support in respect of this application. 

RESOLVED that a sum of £1,690.50 be afforded to the Anglesey Agricultural Society.

(Councillor Jim Evans wished it to be recorded that he did not support this recommendation).

It was RESOLVED to approve the amounts, as listed above (£x) [adjacent to the recommended sums], being at a grant rate of 70%.                                                

 

                                          

Additional Matter

Plaque in Recognition of Financial Support

The Secretary raised that the full Isle of Anglesey Charitable Trust at its meeting held on 23 April, 2013 resolved that a plaque to note the financial contribution be presented to local projects and to be made visible at such a location. 

RESOLVED

·           That a plaque be presented to organisations who have received financial support by the Charitable Trust.

 

·           That publicity is given to the presentation of the plaque and financial support in the local press.
