Annual Grants 2012/13

Minutes:

Submitted – report on behalf of the Treasurer in relation to the above.

 

It was reported that the purpose of the report was to consider applications relevant to the Isle of Anglesey Charitable Trust. The other applications, that is applications to the Welsh Church Fund, will be considered separately. Allocations are made annually from the Isle of Anglesey Charitable Trust to the following categories of projects :-

 

·            Community and Sporting Facilities (small capital projects)

·            Other Grants (mainly one-off small grants)

 

At its meeting on 29 May, 2012 the full Charitable Trust confirmed an allocation of £50,000 for the General Grants Committee to allocate to the usual categories.

 

The relevant Officers from the departments involved have considered and prioritised the applications received as far as possible and consistent with the Trust’s decisions, criteria established in previous years and within the amount of funding available for allocation. The Officer’s recommendations were shown in Appendices A and B attached to the report. It was noted that the applications are considered in accordance with the ‘Criteria for the Allocation of Grants from the Charitable Trust’, a copy of which was attached as Appendix C to the report.

 

It was noted that two other applications, which were not included within the proposed grants allocation were considered potentially worthy of support. It would be possible to support either or both by reducing the percentage rate of grant or by reverting to the full Trust.

 

The application were :-

 

Application 14 - Lligwy Guide Centre (To make the building more energy efficient and to improve the access and accommodation for disabled users)

 

It was noted that due consideration had been given to the benefit the Guide Centre at Moelfre was to the community. The Guide Centre is used by tourist during the summer months but it was noted the local community make use of the centre. It was further noted that the Guide Centre had received a grant 3 years ago.

 

Members considered that the application should be supported and that the organisation be afforded 50% of the grant allocation.

 

It was RESOLVED to afford a grant of 50% to the Lligwy Guide Centre, based upon the cost less contribution from Môn Community Fund (£2,109).

 

Application 46 - Môn FM (Community Radio Project) (To fund a transmitter and aerial kit)

 

The Secretary gave the Committee background information in relation to this application. He noted that it is the intention of Môn FM to visit local schools to afford young people the opportunity to learn about the recording and media business. It was noted that Môn FM has attained an operator’s License from Ofcom and have a full Business Plan in place. It was considered that the application was worthy to be supported.

 

The Head of Service (Finance) reported that if the application was to be supported for the maximum sum of £6,000, it would be significantly more than the allocated £50,000 by the Charitable Trust for grant allocations and the resulting grant rate for the other projects would be lowered.

 

Members considered that more details were required in respect of this application if the Committee was to support the venture.

It was agreed that the best course would be once the information was available, to refer the application decision to the earlier of the next meeting of the full Trust, or the meeting of the Committee convened to discuss the revised guidelines as discussed earlier.

(The Group’s performances are held in the Benllech Community & Ex-Servicemen’s Hall. The application form states that the CCTV will be of benefit to other hall users and the local community. However, the hall received funding in 2011/12 towards a replacement boiler)

(The Club applied for funding in 2011/12 towards the fayre.

This was rejected for the following reasons :

(The conference room has very bad condensation which has caused the ceiling tiles to stain and insulation is soaking wet. They plan to drill vent holes in the walls to solve the condensation problem and then replace the tiles and insulation. No evidence provided that this work will alleviate the damp problems).

Since the allocation of £50,000 by the Isle of Anglesey Charitable Trust to the General Grants

Committee for distribution for various organisations would be exceeded if all the recommended

It was RESOLVED to approve the amounts, as listed above (£x) (adjacent to the recommended sums), being at a grant rate of 64%.
