Decisions

It was resolved to approve the following –

·                    The Budget adjustments included in the Standstill Budget as set out in Paragraphs 4 to 7 of the report.

·                    The standstill budget for 2021/22 of £147.076m and this should form the basis of the 2021/22 revenue budget.

·                    A proposed increase in Council Tax for 2021/22 of £3.75% which will be subject to public consultation.

·                    Additional proposed budget amendments as set out in Table 5 of the report.

·                    An initial proposed budget for 2021/22 of £147.531m

·                    That the Executive should seek the opinion of the public on the proposed budget proposal and Council Tax rise for 2021/22.

·                To note the potential future funding requirements for 2022/23 onwards as set out in Appendix 1, Table 3 and paragraph 5.3 of the report.

·                That in light of the pressure on the capital budget, the Portfolio Member for Highways, Waste and Property make representations by letter to the Welsh Government’s Minister for Environment, Energy and Rural Affairs that for the future, local authority flood prevention/mitigation schemes are 100% funded by Welsh Government grant, and

·                That the Portfolio Member for Finance make representations by letter to the Welsh Government’s Minister for Finance to highlight the pressure on the capital budget in Anglesey due to the lack of increase in the general capital allocation over a number of years and the limitations this is likely to place on the Council’s future capital activities and investment.

The minutes of the virtual site visit held on 16 December, 2020 were presented and were confirmed as correct.

12.1 TPO/2020/13 – Application to fell trees protected by a Tree Preservation Order at Cae Isaf, Llansadwrn

It was resolved to approve the application in accordance with the Officer’s recommendation and report subject to the planning condition contained therein.

12.2 FPL/2020/150 – Full application for the erection of 9 dwellings together with associated development on land at Bridge Street, Llangefni

It was resolved –

·         That a virtual site visit be conducted by the Committee in the case of the application.

·         That all virtual site visits conducted by the Committee be recorded as a matter of practice.

12.3 MAO/2020/22 – Minor amendments to scheme previously approved under planning permission 19LPA1025E/CC/VAR so as to add a condition for the development to be in accordance with the approved plans together with amendments to the design, siting and construction material of the bin store and cycle stands at Market Hall, Stanley Street, Holyhead

It was resolved to approve the application in accordance with the Officer’s recommendation and report.

7.1  FPL/019/217 - Full planning application for the erection of 17 affordable dwellings, construction of two new vehicular and 3 new agricultural accesses, installation of a pumping station together with soft and hard landscaping on land adjacent to Craig y Don Estate and Cherry Tree Close, Benllech

It was resolved that a virtual site visit be conducted.

7.2 FPL/2019/322 – Full application for the conversion of a church into a dwelling together with the construction of a new vehicular access at Christ Church, Rhosybol

It was resolved to approve the application in accordance with the Officer’s recommendation and report subject to the planning conditions contained therein

7.3 FPL/2020/166 – Full application for the conversion of the outbuildings into 4 Holiday Units at Cymunod, Bryngwran, Holyhead

It was resolved to reaffirm the Committee’s previous decision to approve the application contrary to the Officer’s recommendation for the reason given.
