Declaration of interest received by :-

 

Councillor Lewis Davies declared a personal interest in respect of Item 3 – Minutes of the General Grants Committee in respect of grant application by  Community Hall, Llanfaes.

 

Councillor Jim Evans declared a personal interest in respect of Item 4 – Ynys Môn Island Games Association, as he is a Member of Menai Bridge Town Council.

 

Councillor Jeff Evans declared a personal interest in respect of Item 4 – 5 Towns CCTV Project Board – as he is a Member of the Holyhead Town Council.

 

Councillor John Griffith declared a personal interest in respect of Item 3 – Minutes of the General Grants Committee, in respect of a grant application (28) by Cwm Cadnant Community Council.  He further declared a personal and prejudicial interest in respect of Items 3 – Minutes of the General Grants Committee, in respect of grant application (52) by Llanfaethlu Playing Field and grant application (53) by Menter Mechell.

 

Councillor T.Ll. Hughes declared a personal interest in respect of Item 3 – Five Towns CCTV Project Board, as he is a Member of HolyheadTown Council.

 

Councillor Carwyn E. Jones declared a personal interest in respect of Item 3 – Minutes of the General Grants Committee, in respect of a grant application by Llanfaes Community Hall.

 

Councillor R.O. Jones declared a personal and prejudicial interest in respect of Item 4 – Ynys Môn Island Games Association as he is the Vice-Chair of the Association.  He left the meeting during voting on the application.

 

Councillor Bob Parry OBE declared a personal interest in respect of Item 3 – Minutes of the General Grants Committee, in respect of grant application by Trewalchmai Community Council and Bryngwarn Community Council.  He also declared a personal interest in respect of Item 4 – Five Towns CCTV Project Board as he signed a petition to support the retention of CCTV cameras.

 

Councillor Dylan Rees declared a personal and prejudicial interest in respect of Item 4 – Five Towns CCTV Project Board as a Member of Llangefni Town Council (the Town Council is a Joint Applicant).  He stated that he had seek legal opinion and had been advised that he was able to speak in respect of this application.

 

Councillor Nicola Roberts declared a personal interest in respect of Item 4 – Five Towns CCTV Project Board as she is a Member of Llangefni Town Council.

 

Councillor Peter S. Rogers declared a personal interest in respect of Item 4 - Five Towns CCTV Project Board as he is a former Magistrates.

·                    Ynys Môn Island Games Association

 

The Chair welcomed representatives from the Ynys Môn Island Games Association to give a presentation in respect of a request for grant funding from the Isle of Anglesey Charitable Trust.

 

The representatives highlighted the activities of the Ynys Môn Island Games Association and reported on the success of a number of athletes who have represented the Isle of Anglesey at the Island Games over the years.

 

The grant funding bid was a 5 years project as follows :-

 

Year 1                     -          £50,000  (£10k will be towards the 2015 Inter-Games Gymnastics competition)

 

Years 2 to 5               -           £40,000 per year

 

It was noted that a successful bid would secure the future of the Island Games over the next 5 years.

 

The reasons for the grant funding bid was as follows :-

 

·                     application was to improve performance;

·                     increase representation;

·                     increase local awareness;

·                     extend the language and culture;

·                     financial security for Ynys Môn Island Games Association;

·                     secure the Isle of Anglesey’s representation;

·                     athlete development;

·                     coach and official development;

 

It was also stated that Anglesey will be the Host for the 2015 Inter-Games Gymnastics completion with 8 Islands competing.  The competition will be held in Holyhead over a 5 day period.

 

A question and answer session by the Member of the Isle of Anglesey Charitable Trust entailed to the representatives of the Ynys Môn Island Games Association and the following matters were raised :-

 

·           unanimous support was extended to the Ynys Môn Island Games Association and high praise was extend to the athletes in their successes at the Island Games;

 

·           a business plan and financial balance sheet should have been attached to the grant funding bid;

 

·           details of the administrators of the Ynys Môn Island Games Association should be afforded.

 

·           all children and young people should have the opportunity to excel in sporting activities;

 

It was RESOLVED unanimously :-

 

·           To approve the funding application made by Ynys Môn Island Games Association for £50k in the first year and £40k thereafter for the following 4 years;

 

·           That the Ynys Môn Island Games Association should afford the Isle of Anglesey Charitable Trust with details of the administrators of the Association;

 

·           That the Ynys Môn Island Games Association financial balance sheet and a full business plan be afforded to the Isle of Anglesey Charitable Trust before the release of the grant funding.

 

·        Five Towns CCTV Project Board

 

The Chair welcomed Mr. Cliff Everett, the Clerk of the Holyhead Town Council as the representative of the Five Towns CCTV Project Board and Inspector Guy Blackwell, North Wales Police to give a presentation in respect of a request for grant funding from the Isle of Anglesey Charitable Trust. 

 

Mr. Everett stated that the project is a 5 Town Councils initiative to work in partnership to adopt and manage a new CCTV service for the next 10 years with a view to having further discussions with large scale developers about their contribution towards improving public safety on the Isle of  ...  view the full minutes text for item 4.

5.

Item Likely to be Taken in Private - Land at Rhosgoch

To submit a verbal report by the Secretary in relation to the above.

Minutes:

The Secretary gave a verbal update to Members of the Charitable Trust on the position with regard to discussions in relation to the disposal of the Rhosgoch site and the issues arising thereon. 

 

It was RESOLVED to note the information and to await a further update at the next meeting of the Charitable Trust.

 

Other matters

 

Future administration of the Charitable Trust

 

Members raised the issue of the future administration of the Charitable Trust.

 

The Secretary noted that he was well aware of the concerns of the Members of the Charitable Trust in respect of the future administration and the safeguarding of the assets of the Trust for the benefit of the residents of the Isle of Anglesey.

 

Questions were also raised in respect of the eligibility of the Amlwch area to now be able to be able to present applications for funding from the Charitable Trust.

 

Members of the Trust also wished to receive advice by the Investment Mangers on the capital received on the Trust investment.

 

Following deliberations it was RESOLVED that a Special Meeting of the Isle of Anglesey Charitable Trust be convened to discuss the issues raised.
