Minutes of the meeting held on  8 May, 2006.

DECLARATION OF INTEREST

 

No declaration of interest from any Member or Officer in respect of any item of business.

MINUTES

 

The minutes of the meeting held on 26 April, 2006 (page 39 of this Volume) were confirmed subject to the following amendments :-

 

Para. 3 - Minutes should read :-

 

Councillor Schofield wished to record that he disassociated himself from inviting English only candidates because that was the decision of the previous meeting of the Panel.

 

Councillor A.M. Jones wished it to be recorded that he did not vote the accept the minutes of the meeting held on 10 April, 2006.

EXCLUSION OF THE PRESS AND PUBLIC

 

 

RESOLVED to adopt the following :-

 

 

 

" Under Section 100(A)(4) of the Local Government Act 1972, to exclude the press and public from " the meeting for the following item on the grounds that it involves the disclosure of exempt

 

" information as defined in Paragraph 1, Part 1 of Schedule 12A of the said Act."

APPOINTMENT OF MANAGING DIRECTOR

 

 

 

The Head of Service (Corporate Services) reported that he had, as instructed by the Panel,  approached Search Consultants to ascertain whether or not they had on their books candidates who match all the aspects of the Person Specification for the post which included Welsh language skills.   The Search Consultants had noted that they had no persons on their books which match all aspects of the post.

 

 

 

 

 

 

 

 

 

 

 

He further noted that the Search Consultants are willing to carry out a 'head-hunting' search.  The Panel would have to agree on the time-scale to carry out this exercise.  

 

 

 

Councilllor H.E. Jones noted that if the post was offered to a non-Welsh speaker the authority would comply with the Welsh Language Policy as the person appointed to the post will be expected to learn the language, with every assistance from the Council, within a period of two years, to a standard where he/she can speak the language sufficiently well to carry out the duties of the post effectively.

 

 

 

Following deliberations the Panel considered the selection of a provisional long-list from the applications received.  

 

 

 

It was RESOLVED :-

 

 

 

5.1

not to include any of the 4 candidates who indicated that they met the bilingual criteria.

 

 

 

5.2

to place 6 other candidates on the preliminary long-list for the post of Managing Director.

 

 

 

5.3

to request the Head of Service (Corporate Services) to appoint an Executive Search Consultant to carry out a 'head-hunting' process specifically identify and recommend suitably qualified and experienced bilingual candidates for consideration for inclusion on the long-list.

 

 

 

5.4

that the process as mentioned at  5.3 above should be completed by 26 May, 2006.

 

 

 

5.5

that the Panel shall meet on Tuesday, 30 May, 2006.
