DECLARATION OF INTEREST

No declaration of interest was received by any Member or Officer in respect of any item of business.

MINUTES

The minutes of the meeting held on 10 April, 2006 were accepted with the following amendment :-

" A number of members of the Panel expressed concern and felt that attraction and consideration of non-Welsh speaking candidates was not in accordance with the decision of the Panel and the Council's wishes.  However, there was general agreement that the Head of Corporate Services should be asked to continue to lead the recruitment exercise."

Councillor Schofield wished to record that he disassociated himself from inviting English only candidates.

EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED to adopt the following :-

" Under Section 100(A)(4) of the Local Government Act 1972, to exclude the press and public from the meeting for the following item on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 1, Part 1 of Schedule 12A of the said Act."

APPOINTMENT OF MANAGING DIRECTOR

Consideration was given to the four candidates who indicated that they met the bilingual criteria.  It was resolved that it was not possible to draw a longlist/shortlist from these.

Following a debate about other possible options it was RESOLVED to :-

5.1

     authorise the Head of Corporate Services to approach Search Consultants with a view to ascertaining whether or not they have on their books candidates who match all aspects of the Person Specification for the post of Managing Director including Welsh Language skills and who are currently actively seeking to be in the type of post we are trying to fill.  The Head of Service to report back to the Panel.

........The Panel Members would look at the 14 candidates in addition to (i) above.
