DECLARATIONS OF INTEREST

 

Declarations of a direct pecuniary interest were received from each of the Members appointed to serve on The Executive and each was not present at the meeting when voting took place regarding their own appointment to office

POLITICAL ARRANGEMENTS WITHIN THE COUNCIL

 

Submitted - A joint report by the Managing Director and the Director of Legal Services / Monitoring Officer.

 

Reported by the Managing Director - That under Regulation 8 of the Local Government (Committees and Personal Groups) Regulations 1990 (made under the Local Government and Housing Act 1989), he had been given notice that 23 members of the Council had formed a new political Group to be named “the New Coalition Party”.  Further, he had been informed that the Leader of the Group was Councillor Robert Griffiths Parry OBE and its Deputy Leader Councillor W J Chorlton.

 

As a result of this, the Managing Director had also received a request to review the political arrangements.

 

These two developments were sufficient for the Monitoring Officer to request the Managing Director to call this extraordinary meeting of the County Council.

 

 

Notwithstanding that Article 7 of the Constitution envisaged that in the case of a majority party, the Leader and Deputy Leader will automatically be Leader and Deputy Leader respectively of the Council, Section 11(3) of the Local Government Act 2000 required that the Council’s Leader (though the Deputy Leader was not mentioned) must actually be elected by the Council.  The Local Government Act 2000, as primary legislation, must take precedence over the Constitutional provisions in the case of an inconsistency.

To formally elect Councillor Bob Parry OBE as the Leader of the Council

To formally note that Councillor W J Chorlton, as chosen Deputy Leader of the majority party, now becomes Deputy Leader of the Council

The Leader of the Council named the following as the members he had chosen to serve on The Executive, together with their Portfolio responsibilities and the Council resolved to approve each appointment :-

The Leader took the opportunity of thanking the Council for the honour in being elected its Leader and expressed every faith in the ability and experience of his fellow Executive Committee members.  He looked forward to working closely with them and the County Council’s dedicated staff.
