SPECIAL MEETING OF THE INVESTMENT AND CONTRACTS COMMITTEE

 

Minutes of the meeting held on  2 November, 2004.

SALE OF LAND AT RHOSGOCH

 

Submitted - a report by the Treasurer in relation to the expressions of interest received following a resolution by this Committee held on 26 August, 2004 to advertise the availability of the Rhosgoch site for sale more generally.  

 

An advertisement was placed in the Estates Gazette and Property Week on 15 October and on the Council's web site with effect from 21 September.  A mailshot to a number of potential interested parties, including firms which had previously enquired about the site had also taken place.  The closing date for expressions of interest was 26 October.

 

 

 

The Senior Valuation Officer reported that a number of requested for information received which resulted in a total of 9 firms expressing interest in the site.  Some proposals are for energy uses, others for leisure and some a speculative investments.  He reported that these proposals need to be evaluated as well as the offer already received to ensure the trust gets the best value for its land.  It will now be necessary to arrange site visits and meetings with these parties, to discuss their proposals, and provide information.

 

 

 

The Vice-Chairperson noted that it will also be necessary to discuss with Shell U.K., the issue of lifting the restrictive convenant on the site.

 

 

 

The Treasurer reminded the Committee that the Charitable Trust must consider the best possible value for the Rhosgoch Site and that the District Valuer's advice must be sought before selling the land.

 

 

 

Following deliberations it was RESOLVED :-

 

 

 

3.1

to authorise the Chairperson and Vice-Chairperson, together with the relevant Officers, to meet with the interested parties in respect of the Rhosgoch site.

 

 

 

3.2

that Shell U.K., be approached in respect of the issue of lifting the restrictive convenant on the site.

 

 

 

3.3

that a report be submitted to this Committee following the above negotiations.
