INVESTMENTS AND CONTRACTS SUB-COMMITTEE

 

Minutes of the meeting held on 3 April, 2006.  

 

PRESENT:

 

Mr. G.W. Roberts OBE - Chairman of the Investments and Contracts Committee;

Mr. Elwyn Schofield - Vice-Chairman of the Investments and Contracts Committee;

LAND AT RHOSGOCH

 

3.1

Submitted - the following extract from the minutes of the meeting of the Investments and Contracts Committee held on 1 December, 2005 in relation to the above :-

 

" RESOLVED

"

" (a)      to agree to negotiate with three parties as preferred bidders;

"

" (b)      that a Sub-Committee be formed to progress the negotiations with the

"     preferred bidders as follows :-

"

"     Chairman and Vice-Chairman of the Investments and Contracts Committee     

"     together with the Chairman of the Isle of Anglesey Charitable Trust;

"

 

" (c)      that the Sub-Committee shall report back to the Investments and Contracts

 

"     Committee following negotiations with the preferred bidders."

 

 

 

3.2

Submitted - a report by the Senior Valuation Officer in respect of the above.

 

 

 

The Senior Valuation Officer reported that further enquiries have undertaken with the three preferred bidders for the land and Rhosgoch and noted as follows :-

bidder (a) has increase its offer due to an altered scheme;

 

Ÿ

bidder (b) is now willing to reveal the identity of the Tenant to a nominated person(s) of the Charitable Trust;

 

Ÿ

bidder (c) has not identified a definite indication of price for the land.

 

 

 

The Officer reported that the District Valuer has advised that an external planning consultant should be appointed to consider bidders (a) and (b) and to advise the Charitable Trust on how deliverable the bids were.  He further noted that bidder (c) should be put aside at present as neither bidders (a) nor (b) would allow their development in addition to their schemes.

 

 

 

He further noted that an additional development is that consultants were acting on behalf of the County Council seeking potential waste disposal sites on the Island and were expected to identify the Rhosgoch site as one of a shortlist of preferred sites for future waste disposal.  

 

 

 

Members at the meeting considered that before further negotiations with the preferred bidders, the identity of the Tenant in respect of bidder (b) should be identified to the Members of the Sub-Committee.

 

 

 

RESOLVED

 

 

 

3.2.1

to note the report;

 

 

 

3.2.2

to ascertain from bidder (b) if they are willing to identify the Tenant attached to their scheme to the Members of this Sub-Committee within the next fortnight.

 

 

 

3.2.3

that a meeting of the full Investments and Contracts Committee be convened to update the Members on the progress to date, in respect of the land at Rhosgoch.
