To submit the report of the Head of Digital, Performance and Modernisation.

It was resolved to adopt the Annual Delivery Document for delivery during 2026/27.

The report of the Head of Digital, Performance and Modernisation incorporating the Annual Delivery Document for 2026/27 was presented for the Executive’s consideration.

Councillor Robin Williams, Deputy Leader and Portfolio Member for Finance, Corporate Business and Customer Experience presented the annual delivery document, noting that it sets out what the Council commits to delivering in 2026/27. The high level strategic actions within the document are designed to support progress against the six strategic objectives of the Council Plan 2023-2028. Each action has been designed to be measurable with targets and milestones included where appropriate, enabling in-year monitoring. Services will be required to incorporate these actions into their individual service plans for 2026/27, which will form the basis for quarterly monitoring. Quarterly oversight will be undertaken by the Improvement and Modernisation Programme Board with outcomes feeding into the annual Self-Assessment and Performance (Well-being) report.

Councillor Jeff Evans, Chair of the Corporate Scrutiny Committee reported back from the committee’s meeting on 10 June 2026, at which the Annual Delivery Document 2026/27  was considered. He noted that members had recognised the ambition of the document and had sought assurance and updates on several areas including the Freeport project, recycling and waste management, climate change, Welsh language delivery and training, and assisted housing projects. Having received assurance on these matters, the committee resolved to recommend the Annual Delivery Document 2026/27 to the Executive for approval.

Executive members welcomed the document and highlighted key planned actions within their respective portfolios. Under Housing, this included continued work to improve home energy ratings and the opening of a third extra care housing scheme. Under Social Care and Wellbeing, members noted ongoing investment in Môn Actif facilities, including upgrades to Plas Arthur and Amlwch Leisure Centres, as well as plans to develop an additional Cartref Clyd for looked after children and establish six further foster care placements.
