(a)   To report that the Corporate Scrutiny Committee at its meeting held on the 12th May, 2016 resolved as follows:-

 

RESOLVED to recommend that the Executive suspends the implementation of the decision to allow for full consultation with current tenants and all other stakeholders, within the timescale set out in the Constitution.

 

(b)  To submit a report by the Head of Housing Services.

           It was reported that the Corporate Scrutiny Committee at its meeting held on 12th May, 2016 resolved as follows with regard to the Llawr y Dref Business Case:

 

“To recommend that the Executive suspends the implementation of the decision to allow for full consultation with current tenants and all other stakeholders, within the timescale set out in the Constitution.”

 

It was resolved to note the resolution of the Corporate Scrutiny Committee from its call- in meeting held on 12 May 2016.

 

           The report of the Head of Housing Services was presented for the Executive’s consideration.

 

The report outlined the arrangements for restarting the process for remodelling Llawr y Dref including the instigation of a full, formal consultation process with tenants and key stakeholders.

 

The Portfolio Member for Housing and Social Services reported that the objective is to ensure improvements for current and future tenants of Llawr y Dref and to make the scheme more attractive to new tenants. Informal consultation on the intended remodelling has already taken place and it is proposed that a formal process be now undertaken in accordance with the timeline set out in the report. He commended the report and recommendations to the Executive.

 

The Housing Services Business Manager elaborated on the proposed process for conducting the formal consultation exercise including the anticipated key dates and activities.  The Officer confirmed that to that end a Consultation Document is to be issued and this will address the reasons for remodelling the scheme, details of the scheme, upgrading the building and flats, future letting arrangements and the improvement of the scheme’s general security.

 

It was resolved –

 

           To grant the Leader and the Portfolio Holder for Housing delegated authority to approve a Consultation Document with regard to the remodelling of the Llawr y Dref scheme in Llangefni.

           In accordance with the requirements of Part 4 of the Housing Act 1985, to begin the formal consultation process with all tenants of the Llawr y Dref scheme regarding the proposal to remodel and change of designation.

           To initiate a consultation process with key stakeholders including the Police, Town Council, the Town’s Chamber of Commerce and local residents regarding the proposal to remodel and change the designation of the Llawr y Dref scheme.
