To submit the report of the Head of Digital, Performance and Modernisation.

The report of the Head of Digital, Performance and Modernisation incorporating the Corporate Scorecard for Quarter 4 2025/26 was presented for the Executive’s consideration. The report presents the Council’s performance against the strategic objectives of the Council Plan 2023-28 at the end of the fourth quarter.

Councillor Robin Williams, Deputy Leader and Portfolio Member for Finance, Corporate Business and Customer Experience presented the scorecard report noting that the majority of indicators (87%) with set targets performed well during the quarter, achieving Green or Yellow RAG status. Year on year performance for all comparable indicators (48 in total) shows that 20 (42%) have improved during the year, 24 (50%) declined and 4 (8%) have remained unchanged. Of the 24 that declined, 62% are still above or within 5% of target, 21% were Amber/Red and 17% had no targets assigned.

The report highlights a number of successes during the year including progress in Welsh language activity, increased uptake of Direct Payments, strong Môn Actif participation, improved Neet levels, high satisfaction with the library service, timely completion of housing responsive repairs, completion of high risk food hygiene inspections, timely determination of planning applications and good road conditions.

However eight indicators remain Red or Amber against targets. These relate to re-referrals of children within 12 months; housing  re-let times, the time taken to deliver medium and large Disabled Facilities Grants, development of new council homes, uptake of mooring contracts; domestic waste recycling and FOI response times .

He noted that the Quarter 4 scorecard report was reviewed in detail by the Corporate Scrutiny Committee at its meeting on 10 June, where underperforming areas were robustly challenged in a comprehensive discussion and assurance was sought regarding mitigating actions. He confirmed that the Leadership Team will continue to focus on improving performance in the areas that are currently below target.

Councillor Jeff Evans, Chair of the Corporate Scrutiny Committee reported back from the committee’s meeting on 10 June 2026, at which the Q4 scorecard report was considered. He noted that, during discussion, members gave particular attention to the eight indicators performing below target and to any adverse movement in trends. Members also sought assurance regarding the risks and the impacts associated with underperforming indicators, the measures in place to manage them, and the plans for future improvement. Having received assurance on these matters, the committee resolved to recommend the report together with the mitigation measures set out within it, to the Executive.

Executive members responded to the fourth and final scorecard for the 2025/26 financial year and provided the following assurances –

Councillor Dyfed Wyn Jones, Portfolio Member for Children, Young People and Families in relation to children’s re-referrals explained that sometimes a second referral is appropriate. The service is reviewing all second assessment cases to understand the reasons for them, emphasising that the headline figure does not always reflect the explanation and circumstances behind the performance.

Councillor Alun Roberts, Portfolio Member for Leisure, Tourism, Maritime and Property noted that although it is natural to focus on areas of underperformance, it is important not to lose sight of the majority of indicators that are meeting or exceeding their targets. He highlighted  Môn Actif as an example, having supported 4,000 children and young people in activities across the island during the May half term week.

Councillor Nicola Roberts, Portfolio Member for Planning and Public Protection reported that planning enforcement performance had moved from Green to Yellow. She explained that the percentage of enforcement cases has increased while the size of the enforcement team has remained unchanged, and that steps are being taken to address the situation and bring  performance back to target. She was pleased to confirm the full completion of high risk business food inspections, delivered by a small team that has shown resilience during a challenging period.

Councillor Dafydd Roberts, Portfolio Member for Education and the Welsh Language confirmed that the Welsh Language and Equalities steering group will be reviewing Welsh Language PI performance, with particular focus on those indicators where the trend is downward.

Councillor Carwyn Jones, Portfolio for Housing and Community Safety explained that delays in delivering planned new council homes were due to on-site complications at two developments, which were beyond the Council’s control. He highlighted the steady improvement in housing voids re-let time over the year following the introduction of new processes, as well as the number of properties brought back into use, which exceeded the target in Q4. He also referred to the Council’s involvement with projects under Leasing Scheme Wales aimed at bringing empty properties and buildings back into use.

Councillor Neville Evans, Portfolio Member for Adult Services reported that all adult services indicators were rated Green and on target.

Executive members collectively welcomed the strong performance across the majority of indicators and thanked staff across all services for their hard work and commitment throughout the year which underpins the positive outcomes reported. They also acknowledged the underperforming areas highlighted in the scorecard and confirmed that measures will continue to be implemented to secure further progress.

It was resolved to accept the Corporate Scorecard report for Quarter 4 2025/26 and to note the areas which the Leadership Team is exploring and investigating to manage and secure further improvements into the future. These were in relation to Social Care and Wellbeing (children’s re-referrals within a 12 month period); Housing (re-letting of void properties, delivery of large and medium DFGs and new council homes delivery);  Economy (number of annual mooring contracts), Climate Change (Domestic Waste recycling) and Whole Council Health (responses to FOI requests within timescale).
