The Chair welcomed Mr. Cliff Everett, the Clerk of the Holyhead Town Council as the representative of the Five Towns CCTV Project Board and Inspector Guy Blackwell, North Wales Police to give a presentation in respect of a request for grant funding from the Isle of Anglesey Charitable Trust.

Mr. Everett stated that the project is a 5 Town Councils initiative to work in partnership to adopt and manage a new CCTV service for the next 10 years with a view to having further discussions with large scale developers about their contribution towards improving public safety on the Isle of Anglesey.  Each Town Council will take responsibility for their own scheme in terms of initial design, planning, procurement, way-leaves, maintenance and monitoring/access requirements.  North Wales Police and Community Safety Partners will continue to work closely with each Town Council under the auspices of the Crime and Disorder Act 1998.

The 5 Town Councils have obtained quotations designed to maintain their CCTV systems at a cost of £20k per annum over a committed 10 year period.  Discussions are taking place within the 5 Town Councils as to the management of the scheme whether that is under the present structure or through a limited company by guarantee.

Mr. Everett stated that the application is for a one-off grant funding of £195,000.

Inspector Guy Blackwell stated that this scheme is not intended to continue operating the previous CCTV cameras but to implement a new system with the support of North Wales Police.

The Secretary reported that legal advice had been sought by Weightmans LLP in respect of this application and the representatives from the 5 Towns CCTV Project Board have been advice on the response by Weightmans LLP beforehand.  Their advice is that a clear break needs to be between the Council’s provision of the CCTV service and how the service is provided going forward.  It was further stated that the application as currently proposed has some difficulties arising from ‘indirect benefit’ given the lack of a clear break.

A question and answer session by the Member of the Isle of Anglesey Charitable Trust entailed to the representatives of the 5 Towns CCTV Project Board and the following matters were raised :-

·           the Isle of Anglesey Charitable Trust supported the application in principle;

·           there will be a need for a clear break between the County Council’s CCTV provision to satisfy the Charity Commissions legislation;

·           the residents of the Island need to be reassured that CCTV camera are in place to prevent and act as a deterrent to stop crime and anti-social behaviour;

Mr. W.T. Hughes proposed that a recorded vote be taken.  The proposal did not carry.

It was RESOLVED :-

·           to approve, in principle, the funding application made by the 5 Towns CCTV Project Board, subject to assurance that a ‘clear break’ be identified between the County Council’s CCTV provision;

·           that further negotiations will need to take place with the 5 Towns CCTV Project Board with the Officers of the Charitable Trust.
