12.1  FPL/2024/105 – Full application for the erection of 30 residential dwellings (100% affordable housing units), alterations to existing access, creation of new access and internal access road together with associated works at land to the North-East of Gwel y Llan, Llandegfan

It was RESOLVED to visit the site in accordance with the Local Member’s request.

12.2  FPL/2024/7 – Full application for renovation works to the existing flats, installation of solar panels on the roofs together with hard landscaping and associated works at 107-113, 116-122, 133-152 Tan y Bryn Estate, Valley

It was RESOLVED to approve the application in accordance with the Officer’s recommendation, subject to the planning conditions contained within the written report.

12.4  FPL/2024/29 – Full application for the creation of a public park including hard and soft landscaping, play space, erection of structures, regularisation existing footpaths, creation of new footpaths and boardwalks together with construction of disabled car parking at land at Amlwch Port

It was RESOLVED to delegate powers to the Officer’s to dealt with any application(s) for the discharge of the pre-commencement conditions and subject to receipt and consideration of the outstanding Reptile Survey providing it does not give rise to a need for significant or material amendments to the proposal.

7.1  FPL/2023/173 – Full application for the change of use of the former public house (Use Class A3) to a residential care facility (Use Class C2) together with alterations and extensions at Mostyn Arms, St George’s Road, Menai Bridge

It was RESOLVED to approve the application in accordance with the Officer’s recommendation, subject to the planning conditions contained within the written report.

7.2  FPL/2022/289 – Full application for the demolition of the existing dwelling together with the erection of new dwelling and garage together with associated works at Ynys y Big, Beaumaris Road, Glyngarth, Menai Bridge

It was RESOLVED to approve the application in accordance with the Officer’s recommendation, subject to the planning conditions contained within the written report.

6.1  FPL/2024/76 – Full application for the erection of 27 affordable dwellings, construction of internal access road, diversion of public rights of way, creation of a landscaping bund, erection of acoustic fence and associated works on land North of Y Garnedd, Llanfairpwll

It was RESOLVED that a site visit be undertaken in accordance with Officer’s recommendation.

Councillor Glyn Haynes declared a personal interest in applications 6.1 and 12.1 and following legal advice he was able to take part in the discussion and voting thereon.

It was resolved –

·      To note the progress of expenditure and receipts against the capital budget 2024/25 at Quarter 1.

·      To approve the additional schemes amounting to £11.369m and a reduction in the HRA budget of £1.345m to the capital programme and amendments to funding as per Appendix C of the report which will result in a revised capital budget of £69.361m for 2024/25.

It was resolved –

·      To note the position set out in Appendices A, B and C of the report in respect of the Authority’s financial performance to date and expected outturn for 2024/25.

·      To note the summary of Contingency budgets for 2024/25 as detailed in Appendix CH.

·      To note the monitoring of agency and consultancy costs for 2024/25 in Appendices D and DD.

It was resolved that the minutes of the previous meeting of the Executive held on 23 July 2024 be confirmed as correct.

It was resolved to agree to the content of the Annual Performance Report for the financial year 2023/24 as reflecting the Council’s performance against its strategic objectives as outlined in the Council Plan, and to recommend that the Full Council adopt the report at its 26 September meeting.

It was resolved to note the contents of the Medium Term Financial Plan 2025/26 to 2026/27 and to approve the assumptions made therein.

It was resolved to note the following –

·      The position set out in respect of the financial performance of the Housing Revenue Account (HRA) for Quarter 1 2024/25.

·      The forecast outturn for 2024/25.

It was resolved to accept the Scorecard Monitoring report for Quarter 1 2024/25 and to note the areas which the Leadership Team is exploring and investigating to manage and secure further improvements into the future. These are in relation to Freedom of Information requests responded to within timescale; the percentage of high-risk businesses that have been inspected in accordance with the food hygiene standards and working with services to ensure new KPIs are reported on from Q2 onwards to enable better understanding of performance trends.

It was resolved to confirm the Executive’s updated Forward Work Programme for the period October 2024 to May 2025 with the changes outlined at the meeting.

It was resolved to recommend the following to the Full Council –

·      That the Concerns and Complaints Policy and Contract Procedure Rules are removed from the Council’s Constitution and authority delegated to the Monitoring Officer to make any consequential amendments arising from these decisions.

·      That the Concerns and Complaints Policy and the Contract Procedure Rules (together with all supporting documents relevant to each) shall be readily available on the Council’s website.

·      That any future amendments to the Concerns and Complaints Policy and the Contract Procedure Rules shall no longer be matters reserved to Full Council and shall instead, be approved by the Executive or by the Monitoring Officer under existing delegation where those changes do not provide for any local choice or where changes are minor. Any changes to the Contract Procedure Rules shall always be subject to consultation with the Director of Function (Resources)/Section 151 Officer
