The Planning Policy Manager reported that the purpose of the Delivery Agreement is to outline the timetable for the process of preparing a new Local Development Plan for Anglesey, in addition to explaining how the Local Planning Authority will engage with the community at different stages of plan preparation. He stated that engagement with the public and stakeholders would be undertaken on the preparation of the Plan.
The Planning Policy Committee on 22 May 2024 agreed that officers carry out a six-week consultation on the draft Delivery Agreement between 23 May and 4 July 2024. It was noted that considerable measures had been implemented during the consultation period to promote the draft Agreement, including posting messages on the Council website and social media and providing hard copies of the consultation document in public libraries and at the County Council’s Headquarters and Llangefni Business Centre.
It was noted that 85 responses had been submitted in response to the draft Delivery Agreement Consultation via the online questionnaire - 34 had no comments; 35 had partial comments, whilst 8 responded fully. 8 responses were received via email. No responses were received as a result of the hard copies of the documentation left at libraries and at the Council’s offices. The nature of the responses referred to the timetable being too long; a lack of resources; the document being too long and complex. Following analysis of feedback from the consultation, minor amendments have been made to the Delivery Agreement, and the circulation list has been updated.
Concerns were expressed that responses to the consultation had been disappointing, particularly within the libraries. The Planning Policy Manager responded that posters had been displayed in the libraries to encourage the public to participate. Three Welsh and three English hard copies of the draft Delivery Agreement and Equality Assessment along with 50 Welsh and 50 English hard copies of the questionnaire were available at the County Council’s Headquarters and Llangefni Business Centre’s reception areas whilst two Welsh and English copies of the draft Agreement were left at each library in addition to 50 copies in each language of the questionnaire.
A question was raised regarding learning points from this consultation process regarding engaging with the public. The Planning Policy Manager responded that more drop-in sessions will be held in the future when engaging with residents on forthcoming stages of the Local Development Plan’s preparation.
RESOLVED that the Committee: -
· Considers the comments received during the six-week public consultation period and the Local Planning Authority’s response to them (Annex A); and · Approves the final draft Delivery Agreement (Annex B) and supports its submission to Full Council for endorsement in September 2024.
